the Governor on the Governing Council of the European Central Bank (2017–2022) and at the IMF / World Bank. Non-Executive Director of the Pension
Fund Management Company of Banco de Portugal (2014–2024). Non-Executive Director of Valora SA – Monetary Issuance Support Services (2016–
2023). Member of the Advisory Board of the Portuguese Treasury and Public Debt Management Agency (IGCP) from 2017 to 2024. Chair of the National
Forum for Retail Payments and of the Interbank Commission for Payment Systems from 2017 to 2024.
Member of the High-Level Task Force on the
Development of the Digital Euro at the European Central Bank (2020–2024). Secretary of State for Public Administration from 2011 to 2013, in the XIX
Constitutional Government. Between 1994 and 2011, he held the following positions at Banco de Portugal: Director of the Currency Issuance and
Treasury Department; Director of the Human Resources Department; Chair of the Social Fund Management Committee and of the Pension Funds
Oversight Committee.
He also served as specialist and coordinator in several departments. In these roles, he represented Banco de Portugal in
committees and working groups of the Eurosystem and the European System of Central Banks. Financial Controller at Rádio Marconi from 1991 to 1994.
Visiting Lecturer at several universities since 1998.
